Leavitt Has Tough Chore Ahead
EPA Administrator Must Deal With Entrenched Bureaucracy, Says NCPA
September 23, 2003 – The Senate Environment and Public Works Committee today is holding a confirmation hearing on Utah Governor Mike Leavitt, President Bush’s nominee to head the Environmental Protection Agency (EPA). Scholars from the National Center for Policy Analysis (NCPA) suggested that while his confirmation hearing may be tough, the job he faces reigning in the EPA’s bureaucracy may be tougher.
“Governor Leavitt will have to be tough-minded and not allow himself to be captured by the holdover bureaucracy,”said S. Fred Singer, NCPA adjunct scholar and president of the Science & Environmental Policy Project. “He will need a lot of scientific help from the outside.”Singer is also a former deputy assistant administrator of the EPA.
Noting the hostile and manipulative environment Leavitt will encounter at the EPA, NCPA adjunct scholar and Hoover Institution fellow Henry I. Miller said: “A key appointment to watch will be who is appointed deputy administrator. It is important that the deputy is someone who is technically savvy, extremely tough, and committed to reforming EPA’s risk-averse and science-challenged culture.”
